Joint Event: ‘Preventing the Social Exclusion of Disadvantaged Groups through Innovative ESF+ Funded Activities’
This joint event brings together the ESF+ Communities of Practice on Migrant Integration and on Social Inclusion through a shared examination of how ESF+ funded interventions in Greece address social exclusion among people facing overlapping vulnerabilities. The programme therefore avoids treating migrant integration and social inclusion as separate policy fields and instead presents them as interconnected dimensions of access to mainstream services, dignity, protection, and participation. The focus throughout is on disadvantaged groups, especially migrants with disabilities, people without adequate housing, persons living in deprived families, children in poverty, and homeless people.

Thematic Panel 'Integrated Local Systems for Inclusion. From Policy Architecture to Frontline Delivery.''
Thematic panel focuses on how integrated territorial systems can prevent exclusion by linking public services, international support mechanisms and community-based delivery. It addresses access to mainstream services for disadvantaged groups, with emphasis on coordination, one-stop-shop models, and local inclusion ecosystems, including linkages to the New Pact on Migration and Asylum. The discussion will highlight how governance, ESF+ funding and implementation interact to create functional inclusion pathways across sectors such as social protection, housing, child protection and employment. It will also demonstrate how different actors collectively function as gateways to inclusion, ensuring that individuals effectively access mainstream systems rather than remaining in parallel or fragmented support structures.

Thematic Panel 'Reaching the Most Vulnerable: Frontline Practice and System Innovation. Addressing complex and layered vulnerability through integrated, low-threshold approaches.''
This panel focuses on populations facing compounded exclusion, homelessness, violence, discrimination, precarious legal status, or child and family vulnerability, and examines how integrated responses are designed and delivered in practice. It addresses prevention of exclusion among disadvantaged groups, especially where multiple risk factors intersect. The discussion will emphasise how frontline actors, supported by international organisations and public frameworks, develop trust-based, flexible and specialised responses that can be scaled and embedded into ESF+ systems.
